<idPurp>This file geodatabase contains GIS data for utilities for the North Carolina State Fairgrounds property including the Main Campus and the Governor James B Hunt Jr Horse Complex. The data herein are the product of what was an ongoing multiphased project undertaken by Southern Geospatial Services, PLLC (SGS), NCBELS Firm License #P-1373, at the direction of the NC Department of Agriculture &amp; Consumer Services (NCAGR), based on a protocol defined and agreed to by both parties as detailed in the SGS proposal document "State_Fairgrounds_GIS_Site_Utility_Plan_Phase_III.pdf", the aforementioned document accepted and signed by NCAGR on 02/20/2020.
This project is incomplete. While much of the utility asset data has been field verified and surveyed, there are locations in the various utility datasets where the utility assets are either absent (e.g. not yet inventoried) or they exist in their originally derived GIS format (e.g. derived from NCAGR provided AutoCAD data that SGS incorporated into the GIS "as is" that had not yet been field verified as of the final SGS deliverable). In addition, ongoing development after the discontinuation date detailed below will not yet have been incorporated into the various utility datasets.
SGS discontinued work on this project as of 06/30/2025. GIS data created or modified up to and including on 06/30/2025 are the product of SGS. GIS data created or modified after 06/30/2025 are not the product of SGS.
SGS provided a status document to NCAGR with the final deliverable that offers a basic overview of the status of the project as of the end of June, 2025. Significant additional detail exists in SGS data archives regarding the status of the various utility inventories. J. Samuel Taylor, PLS, GISP, MNR, Principal of SGS, holds a comprehensive understanding of the project site and of the status of the various utility inventories. This knowledge would prove significantly beneficial to anyone who should attempt to restart work on the project. Additionally, as the dataset itself is complex, a simple introductory consultation at a minimum would go a long way towards getting a team up to speed and prepared for the task. NCAGR has requested that SGS generate a GIS utility map based in part on AutoCAD data and hardcopy plans provided to SGS by NCAGR that are not a product of SGS. NCAGR has requested that SGS incorporate positional and attributional utility detail based on NCAGR institutional memory. Many data sources provided to SGS by NCAGR are diagrammatic and do not represent actual utility locations, and many are pre construction plans that would have been subject to change during construction. SGS cannot attest in any way as to the accuracy of the positions represented in said plans or as to the accuracy of the utility related information provided by said plans or as to the accuracy of the positional and attributional information provided to SGS based on NCAGR institutional memory. Because data stored in electronic media form can be altered, either intentionally or unintentionally, by transcription, machine error, environmental factors, or by operators, SGS cannot attest in any way as to the accuracy of any alterations of this dataset made subsequent to its delivery. SGS will provide all deliverables for this project on good faith as to the quality and completeness of SGS work.
